Maintaining buildings and grounds is a responsibility we share with every school.
We regularly assess school buildings and grounds. This gives us up-to-date information about the work needed to keep our schools in the best condition.
Student Resource Package
Schools receive annual funding to keep their assets in optimal condition through the Student Resource Package (SRP). The VSBA supports schools to develop or update a School Maintenance Plan. We also help schools procure works identified in its Plan.
The Plan reflects routine maintenance and facilities compliance checks, as well as responses to the condition assessments.

Rolling Facilities Evaluation
The Rolling Facilities Evaluation (RFE) is an ongoing review of all Victorian government schools.
We introduced this in 2018. We assess each school’s:
- buildings
- grounds
- other infrastructure such as car parks, footpaths and fencing.
We inspect each government school at least once every 5 years. This means we assess about 300 schools each year.
We use the data to understand where maintenance is needed.
Condition assessment report
Schools receive the findings of their assessment in a detailed condition assessment report.
It includes:
- the school’s condition issues, known as defects
- the priority and recommended timing to address defects
- actions needed to address defects
- the recommended tradespeople needed to address the issues
- issues that need further investigation by a specialist tradesperson
- a summary condition score.
Condition scores
Condition scores are a snapshot of a school’s condition at a point in time and informs how schools and the VSBA approach maintenance activity. It should be noted that condition scores are not updated after maintenance works. This means the scores are outdated almost immediately, when maintenance works are undertaken, and do not reflect the current condition of the school.
Response to condition assessments – how we look after schools
School maintenance is an ongoing process.
After receiving their condition assessment report:
- Schools update their School Maintenance Plan to address any condition defects identified.
- Planned Maintenance Program funding addresses high-priority defects.
- Schools can access our Make Safe and/or Emergency Maintenance Program for unexpected and/or urgent repairs.
- Schools can propose school-led works. These works may be partially or wholly funded by the school and delivered by the VSBA.
- Schools may be funded for upgrade works and/or new buildings through the annual State Budget.
