Changes to school cleaning

The Victorian Government is committed to ensuring that all government schools receive consistent, high-quality cleaning, and that school cleaning staff receive their legal wages and entitlements.

New Cleaning Services Agreements came into effect for Victorian government schools on December 26, 2024.

This will improve wages and job security for cleaners and provide better arrangements for schools.

If you are a Victorian government school cleaner, you can raise issues about your work directly with the Department of Education.

New agreements

From 2025, Victorian government school cleaners will receive an increase in standard pay to 5% above the Cleaning Services award rate. Service providers will employ at least 25% of staff for 52 weeks per year. This will boost cleaners’ wages and improve retention and job pathways.

In metropolitan Melbourne, school cleaners are employed by one of five cleaning service providers: ARA, ISS, Menzies, Serco or Tradeflex. Some schools have changed provider in 2025.

In regional Victoria, school cleaners are employed via schools by a range of service providers. These contracts will be updated to improve wages and conditions in line with metropolitan schools.

School cleaners were prioritised during the recruitment process for new roles under the new Cleaning Service Agreements.
