About the project

We are building a temporary kindergarten at Windsor Primary School.

The kinder will provide up to 90 kindergarten places for the local community while making drop-off time simpler and more convenient for some families.

The school’s existing early learning centre building will be modified to make it a fit-for-purpose kindergarten space. The kinder will have its own, dedicated outdoor playground, separate from primary school students.

We expect the kinder to be open for Term 1, 2028 and that it will be operational until the end of 2030. After this, the space will be returned to the school and the facilities re-fitted for school use.

Enrolment

An experienced organisation will be appointed in 2026 to run the kinder. They will manage all enrolment and program enquiries.

Funding

This project shares in the approximate $580 million in capital funding committed since the 2019–20 State Budget to support the rollout of Three-Year-Old-Kindergarten.

Frequently asked questions

Currently, the school buildings have capacity to accommodate both school enrolments and kinder places. This is likely only for a limited period while the school’s enrolments are growing. However, this provides an opportunity for a kindergarten to use the available space temporarily.
As school enrolments increase towards capacity, the building will be returned to its original use for primary school purposes.
We are continuing to work with early childhood stakeholders to find a different location for a permanent kindergarten.
Windsor Primary School has physical and land restrictions. That is why we will not be adding another building to the site.
Rather, we will modify the existing Early Learning Centre (ELC) building to make it a fit-for purpose kindergarten space. Current ELC classrooms will be moved to other areas of the school.
The kindergarten will have its own entrance and a dedicated outdoor play space (as required by regulation), separate from primary school students.
The ELC building won’t be accessible to the school while the kindergarten is operational.
We will modify the existing ELC building and create a dedicated, fenced, outdoor play space for the kindergarten. The Victorian Early Childhood Regulatory Authority (VECRA) requires all kindergartens to have adequate and unencumbered outdoor play space.
The kindergarten will be accessed via a new entrance on The Avenue. This means that the school gate will be able to remain locked during school hours.
